Property owners must follow the requirements set by their municipality when it comes to the inspection and maintenance of the stormwater control measures (SCMs) on their property. See the information below and visit your municipality’s website to learn more about your responsibility to inspect and maintain SCMs on your property.
Property owners, homeowners associations (HOAs), and others responsible for SCMs may be required to conduct annual self-inspections (or hire inspectors) and complete routine and rehabilitative maintenance on them. Finding contractors who have experience with these engineered structures can be a challenge, so we have developed this webpage to help SCM owners identify contractors who can help with inspection and maintenance.
Resources for Contractors, Property Owners, and HOAs
Below is an overview of the most common types of stormwater control measures and the routine and rehabilitative maintenance they require to function properly. Routine maintenance must be done regularly to keep the structure functioning, while rehabilitative maintenance is only needed when there is damage to the structure or routine maintenance has been neglected.
For a comprehensive overview of different types of stormwater control measures, their components, and maintenance requirements, see the City of Boulder Owner’s Guide to Stormwater Control Measure Maintenance Guide.
Bioretention/Rain Gardens
Bioretention areas/rain gardens are shallow, sunken areas that catch stormwater from the surrounding property. Vegetation helps filter out pollutants and create natural habitats for wildlife and beneficial insects. Maintenance activities include:
Permeable Pavement
Permeable pavement includes several types of paved surfaces (permeable interlocking concrete pavers, porous concrete) that allow stormwater to infiltrate through an engineered surface layer below the surface. The water then enters a rock storage layer and either soaks into the soil underneath or exits through an underdrain. Maintenance activities include:
Extended detention basins
Extended detention basins manage stormwater quality and quantity. They remove pollutants from stormwater by storing it in a basin for a short amount of time to allow for dirt to settle out of the water before it is released. Vegetation helps remove pollutants through its roots and leaves. Maintenance activities include:
Underground Proprietary SCMs
Underground Proprietary SCMs (also known as manufactured treatment devices) provide stormwater quality treatment by removing sediment, debris, and trash through screening or separation in an underground vault accessed from a manhole. Most systems capture trash and debris and need routine cleaning. Maintenance activities include:
Below is a list of contractors who maintain stormwater control measures (SCMs), organized by the type of SCM. A summary of their experience and certifications, and a list of the maintenance services they provide for that type of SCM, are included for each company. All of the information below has been self reported by the companies themselves. Download the Stormwater Control Measure Contractor List (last updated March 2024) for a spreadsheet with all contractors, their service areas, and a full description of their services.

Work is overseen by a Professional Engineer with experience in design, inspection, and maintenance requirements of SCMs. Inspectors have Certified Professional in Erosion and Sediment Control and/or Certified Inspector of Sediment and Erosion Control certifications. Four of WWE’s 5 CPESCs are also Professional Engineers. WWE also has several Certified Floodplain Managers (CFMs) which may provide useful advice related to regulatory requirements for repairing or maintaining SCMs in floodplains. One of WWE’s most unique qualifications is that Dr. Andrew Earles, P.E., CPESC and Jane Clary, LEED AP, CPESC recently led a project team that updated Chapter 4 MHFD’s Volume 3 which addresses SCMs. Andrew and Jane also assisted MHFD with development of their Construction BMP chapter and criteria. Because WWE has been deeply involved in developing criteria for SCMs for MHFD for over two decades, we have a unique understanding of the intent of the criteria.
